وزير العدل د.خالد شواني: نعلن عن دعمنا الكامل لطلب اتحاد الحقوقيين العراقيين في اعادة مقر اتحاد الحقوقيين العرب الى بغداد وستقدم الحكومة و وزارة العدل بشكل خاص كافة انواع الدعم المادي والمعنوي وسنهيئ كافة مستلزمات انجاح عملهم
حضر معالي وزير العدل د. خالد شواني اليوم السبت الموافق ٢٠ نيسان ٢٠٢٤، اجتماع المكتب الدائم الثالث والأربعين للمؤتمر الدولي السابع لأتحاد الحقوقيين العرب الذي أقيم في العاصمة بغداد تحت شعار "نحو استراتيجية عربية حقوقية نهضوية لمواجهة تحديات الامن القومي".
وخلال كلمته، رحب د. شواني بالسادة الضيوف وثمن حضورهم في بلدهم الثاني العراق مؤكداً ان العراق بدأ يحث الخطى نحو استعادة دوره المحوري في استضافة الفعاليات العربية والاقليمية بكل قدرة وحفاوة.
واضاف، إن ملف التشريعات هو احد اولويات الحكومة العراقية في برنامجها الحكومي وقد تم أخذ المعايير الدولية والاقليمية بنظر الاعتبار والأتجاه نحو اعداد تشريعات عديدة تواكب التطورات الحاصلة في كافة المجالات القانونية والعدلية والحقوقية.
واستدرك قائلا، انضم العراق اضافة للدول العربية الى دولة جنوب افريقيا الصديقة في الدعوى المقدمة ضد الكيان الصهيوني بشأن انتهاكه لاتفاقية منع جريمة الابادة الجماعية وعن الراي الاستشاري الذي طلبته الجمعية العامة للامم المتحدة عن انتهاك اسرائيل لحق الشعب الفلسطيني في تقرير المصير.
كما اشار معاليه، ان إنعقاد هذا المؤتمر يعكس حرص الإتحاد على تعزيز التضامن العربي من خلال سعيه لإقامة هذا المؤتمر لتحديد الاستراتيجيات اللازمة لمواجهة التهديدات التي تتعرض لها بلداننا، فالامن القومي بمفهومه المعاصر يتعدى القدرات العسكرية الى الابعاد السياسية والاقتصادية والفكرية، خصوصا في ظل الظروف الصعبة التي تمر بها المنطقة، مايدعو إتحاد الحقوقيين لتحمل مسؤوليته المهنية بصفته منظمه غير حكومية ذات صفة استشارية لدى الامم المتحدة.
وواصل د. شواني كلمته قائلاً، الحكومة العراقية تهتم اهتماما بالغا بدعم الحقوقيين لما تمثله هذه الشريحة من دور كبير في تعزيز مفاهيم سيادة القانون وبناء دولة القانون في مختلف مجالات الحياة السياسية والاجتماعية والقضائية والعدلية. كما سنقدم نحن في وزارة العدل بشكل خاص كافة انواع الدعم المادي والمعنوي وسنعمل على تهيئة كافة مستلزمات انجاح عمل الحقوقيين، وسأعمل بصفتنا رئيسا للدورة التاسعة والثلاثين لمجلس وزراء العدل العرب على ذلك.
كما نوه سيادته، الى إن كليات الحقوق في العراق تحظى بمكانة متميزة بين الاسرة التعليمية واننا نسعى الى زيادة التنسيق مع تلك المؤسسات لتطوير المناهج القانونية وادماج معايير حقوق الانسان فيها، والتركيز على القانون الدولي.
وفي ختام كلمته قال السيد وزير العدل، نتمنى لمؤتمركم النجاح في تحقيق اهدافه في ايجاد استراتيجيه حقوقية نهضوية متكاملة طويلة المدى لمواجهة تحديات الامن القومي وجعل امن المنطقة اولوية ورسم سياسات بديلة لإدارة المخاطر مع الحد من استخدام الادوات العسكرية في التعامل مع تحديات ومشاكل المنطقة، وسنعمل في وزارة العدل وفق البرنامج الحكومي على إرساء قواعد نهضوية في المجالات القانونية والعدلية وسنكون يدا واحدة في مواجهة التحديات.

The Minister of Justice Dr. Khaled Shwani: We express our full support for the request of the Union of Iraqi Jurists to relocate the headquarters of the Union of Arab Jurists to Baghdad. The Government and the Ministry of Justice in particular will provide all kinds of material and moral support and will create all the requirements for the success of its work.
His Excellency the Minister of Justice, Dr Khaled Shwani, on Saturday, 20 April 2024, attended the meeting of the 43rd Permanent Office of the Seventh International Conference of the Federation of Arab Jurists, held in Baghdad under the theme "Towards an Arab rights strategy to address national security challenges".
During his speech, Dr. Shwani welcomed the attendees and appreciated their attendance to their second home (Iraq), and asserted that Iraq has begun to urge progress towards restoring its pivotal role in hosting Arab and regional events in all capacity and warmth.
His Excellency, added that the file of legislation is one of the priorities of the Iraqi Government in its Government programme. International and regional standards have been taken into account and the direction towards the preparation of several legislation that will keep pace with developments in all areas of law, justice and rights.
However, in addition to the Arab States, Iraq had joined the friendly South African State in the proceedings against the Zionist entity over its violation of the Convention on the Prevention of the Crime of Genocide and the advisory opinion requested by the General Assembly of the United Nations on Israel's violation of the right of the Palestinian people to self-determination.
His Excellency, also noted that the convening of this conference reflects the Union's desire to strengthen Arab solidarity through its endeavour to establish this conference to identify the necessary strategies to address the threats to our countries. National security in its contemporary sense goes beyond military capabilities to political, economic and intellectual dimensions, especially in the difficult circumstances of the region, which calls the Federation of Jurists to assume its professional responsibility as a non-governmental organization in an advisory capacity with the United Nations.
Dr. Shwani continued his speech, that the Iraqi Government was very interested in supporting jurists in the significant role played by that segment in promoting the concepts of the power of law and building the country of law in various areas of political, social, justice's, and judicial life. In particular, we at the Ministry of Justice will provide all kinds of material and moral support and will work to prepare all the requirements for the success of the work of jurists. I will serve as President of the thirty-ninth session of the Council of Arab Ministers of Justice.
His Excellency also noted that the law faculties of Iraq have a distinct place among the educational family and that we seek to increase coordination with those institutions to develop legal curricula and integrate human rights standards into them, focusing on international law.
In conclusion, the Minister of Justice said that we wish your Conference success in achieving its objectives in developing an integrated long-term human rights strategy for addressing national security challenges and making the security of the region a priority and formulating alternative risk management policies while limiting the use of military tools in dealing with the challenges and problems of the region. We will work within the Ministry of Justice in accordance with the Government's programme to establish progress rules of law and justice and will be one hand in meeting the challenges.
